PVTC Success Elements

Life Skills Training

PVTC requires all trainees to participate in a life skills course. Training topics include communication skills, inter-personal skills, critical thinking skills, managing conflict at the workplace, time-management, workplace etiquettes and promoting peace & tolerance.

Entrepreneurship Training

In addition to vocational and life skills training, all PVTC trainees participate in entrepreneurship and business planning training to ensure that those who do not gain employment can also develop the skills they require to establish a small business/enterprise as a means of improving their livelihoods. PVTC’s Life Skills and Entrepreneurship modules introduce trainees to the opportunities and challenges of entrepreneurship and self-employment, and their role in shaping their future. More specifically, the modules teach trainees to develop small business plans, manage finances, conduct market surveys, and access loans through microfinance institutions located in Punjab.

Access to Capital

For those pursuing self-employment, PVTC assists graduates seeking microfinance support from NGOs and microfinance institutions. To this end, PVTC collaborates with the following entities:-

On-the-Job Training and Job Placement

PVTC’s VTIs are managed by autonomous District Boards of Management (DBOMs), which have strong linkages with the local industrial, agricultural, health, and service sectors. In collaboration with several government, non-profit, and private sector partners, PVTC's DBOMs also link trainees to employment and mandatory two month on-the-job training opportunities.

Public and Private Sector Participation

PVTC, its District Boards of Management (local entrepreneurs working on a voluntary basis), and VTls have each placed particular emphasis on engaging critical partners from both the private sector and officials charged with overseeing the use of Zakat contributions. A participatory approach has in turn helped to ensure that critical stakeholders from both sectors are represented in VTI planning. It has also helped to ensure VTls are closely connected to the economic and social needs of local communities, increasing demand for their services and improving job placement prospects with local industry.

Curriculum Development

Keeping in view the latest trends based on market demands through TNA and after conducting demographics survey at tehsil level, PVTC has developed curricula for 62 various trades to cater for the growing demands of industrial, agriculture, health and service sectors. Life Skills and Entrepreneurship course is compulsory for each trainee.

PVTC is the pioneer organization in Pakistan who has developed Teaching Learning Materials (TLMs) like trainee manuals, lesson plans, and assessment material to deliver the quality vocational training to the underprivileged youth of Punjab. These TLMs are regularly revised and upgraded in the light of feedback received from the industry and institutes every year.

PVTC believes in competency based training (CBT) approach. One machine to one trainee policy is followed in almost all the courses. The theory to practical ratio is 20:80 and internship is mandatory for each trainee. PVTC has established very well equipped labs keeping in view the latest trends and technological requirements of the industry. PVTC has developed 17 Competency Based Curricula in collaboration with GIZ/GFA and NAVTTC.

Staff & Teachers Training Institute

Teacher training at PVTC begins with an orientation of PVTC/VTI to acquaint the teacher to the work culture. The teachers are also required to go through regular pedagogical and skills up-gradation training programs every year. On an average over 60% of the entire staff goes through an aggressive training program. STTI also provides managerial training to PVTC and VTIs staff members.

Linkages with Industry & DBOMs

Since the PVTC Council Members mostly belong to the private sector and prominent people from local industry are made part of District Boards of Management (DBOMs) to arrange internship and enhance employability. PVTC’s VTIs are managed by autonomous District Boards of Management (DBOMs), which have strong linkages with the local industrial, agricultural, health, and service sectors. Autonomous Institutes

Each Vocational Training Institute (VTI) of PVTC is an autonomous body having hiring / firing authority. Each institute has Admin & Accounts Officer (AAO) to manage accounts of VTI and Admission & Placement Officer (APO) to arrange admissions, OJT/Internships and placement of graduates after completion of course. Vocational Training Institutes (VTIs) of PVTC are being run by autonomous District Boards of Management (DBOMs) and have a very strong liaison with industry.

PVTC Pre-Award Assessment

The pre award assessment team comprises of USAID, Earnst & Young and ASP - RSPN has given its conclusion as under based on its review and testing of key controls and processes. The team has rated PVTC as low to moderate which is a very good rating.

“We understand that USAID’s level of reliance on PVTC System, operational and internal controls to manage donor funds shall be based on the results of this assessment, testing of essential financial and administrative processes and internal controls (including those designed to ensure compliance with applicable laws and regulations). Based on our review, we have rated our overall assessment as Low to Moderate”.
