Ms. Samia Saleem (PAS/BS-19) is a Civil Servant from the Pakistan Administrative Service with over 15 years of experience in governance, administration, and project management. She is currently the Managing Director of Punjab Vocational Training Council (PVTC), leading one of Pakistan’s largest skills development networks to promote workforce readiness and inclusive economic growth. Over the course of her career, she has held senior assignments including Additional Director General LDA, Additional Secretary Mines & Minerals Department, Deputy CEO Punjab Social Protection Authority, and Additional Secretary Environment Protection Department.
As Project Director of the $273 million Punjab Green Development Programme (World Bank–funded), she introduced pioneering reforms in environmental governance, renewable energy, and climate resilience. Her leadership established Punjab’s first air quality monitoring networks, launched clean transport initiatives through electric bus deployment, and advanced green financing mechanisms. She also oversaw the development of Pakistan’s first LEED-certified Green Building in the public sector, now nearing completion in Lahore. From early district-level administration as Assistant Commissioner to leading provincial-level institutions, her career reflects a consistent focus on sustainable development, institutional reform, and effective public service delivery.
