
Billions of rupees of Zakat fund have been distributed as allowances to the
Mustahqeen since 1980 which instead of decreasing has increased the number of
Mustehqeen-e-zakat which led to the approval of revolutionary idea by religious
establishment and scholars of utilizing Zakat funds for poverty alleviation by
providing demand driven skills to Mustahqeen-a-Zakat and assist them in their
placement, thus enabling the poor to become self-reliant. Punjab Vocational
Training Council (PVTC) was therefore formed under the PVTC act 1998 to
accomplish the aforementioned task by establishing need based Vocational
Training Institutes (VTIs) for imparting training in Industrial, Agricultural
and Service sectors in Punjab.
